Background

.vn is Vietnam's Internet country code top-level domain (ccTLD). The VNNIC, the registry operator for the .vn domain, signed a deal in 2003 with the company DotVN Inc. to sell the country's top level domain (.vn) internationally.

Law forbids hosting content on a .vn domain that can be used to oppose the state of Vietnam. Information concerning State and Party agencies must be agreed in advance with the relevant party and this information must be protected before it can be hosted. Registrations for a .vn domain name can be received from both inside and outside of Vietnam but the registrars themselves are all based in Vietnam.

A third level domain can be issued under a second level .vn domain within a company or organisation's own structure for non-commercial purposes only. The company or organisation will be fully responsible for management of all third level domains and it's content.

.cd is the Internet country code top-level domain (ccTLD) for the Democratic Republic of the Congo. It was created in 1997 as a replacement for the .zr (Zaire) ccTLD, which was phased out and eventually deleted in 2001.

Except for reserved names like .com.cd, .net.cd, .org.cd and others, any person in the world can register a .cd domain for a fee. The ccTLD is popular (and thus economically valuable) owing to it being an abbreviation for compact disc (other similar ccTLDs are .fm, .am, .tv, .ws, .dj, .mu, and .me). Background

Canadian domain names have the suffix ".ca", and are restricted to Canadian citizens, permanent residents of Canada or trademark holders (the domain name must match the trademark).

There are other groups who can register a Canadian domain name, these include:

  • Corporation: A corporation under the laws of Canada or any province or territory of Canada;
  • Trust/Partnership of which more than sixty-six and two thirds percent of its members are either Canadian citizens, or permanent residents of Canada
  • Association of which at least 80% of its members/employees are either Canadian citizens, or permanent residents of Canada
  • Trade union/Political party/Educational institution (as recognised in Canada)
  • Library, Archive or Museum that is located in Canada, and not fundamentally formed for making profits, i.e. it must be a genuine institution as is generally considered
  • Her Majesty the Queen: Her Majesty Queen Elizabeth the Second and her successors
Once registered, ".ca" domain names can not be transferred between registrars until 30 days has passed from the date of registration, this rule is set by the registry and domains are "locked" at the registry to ensure this rule can not be bypassed.

The Canadian registry ("CIRA") reserves the right to request documentation to prove the validity of information provided by the registrant when registering the domain name. This can be requested by the registry at any time while the domain is registered. If this information isn't supplied to the registry, and the registrant has not contacted the registry to explain why the requested information hasn't been provided, the domain may be suspended for 60 days. If the matter isn't resolved between the registrant and registrar, the domain may be cancelled and eventually made available for general registration again.

The registry also state that the registrant must immediately inform them of any pending or threatened claim, demand, action, cause of action, proceeding, lawsuit, investigation or application ("Claim") in relation to any Domain Name Registration

The domain name must also not be used to slander or discriminate against another person, or be used in connection with this. The domain name must also not be used for any purposes which are illegal, or would bring the Canadian registry into disrepute.

When you register a Canadian domain name, under ".ca", you are accepting the Canadian registries rules and agreeing to their terms and conditions. As part of this agreement, the registry reserve the right to publish or otherwise make available the following information used in the domain registration, for the Registrant and Technical / Administrative contact:

  • name(s)
  • postal address(es)
  • email address(es)
  • telephone number(s)
  • fax number(s)

If the registrant breaches the registration agreement at any time during the registration period of a domain name, the Canadian registry CIRA may ban the individual or organisation from registering new Canadian domain names for up to three years, at its discretion.

.ly is also the file name extension of the lilypond format..ly is the Internet country code top-level domain (ccTLD) for Libya.

It was apparently at one point open for registrations globally, directly at the second level, and there is a scattering of sites in it, some taking advantage of meanings of "ly" in various languages and place names as a suffix, as in ita.ly. These are known as domain hacks. There are not very many sites actually in Libya that use this domain[citation needed].

Currently, a lydomains.com site that formerly offered .ly domains for sale is abandoned and cybersquatted; according to the official registry site (nic.ly) it is no longer authorized as a registrar. The registry site promises that there will be multiple authorized registrars in the future, but at present only one, telephone carrier LTT.LY, exists.

LTT does not offer any means of registering domains online, but LTT's site does list on! e lone reseller, Libyan Spider Network, which does offer second and third-level .ly domains.

Second-level domains are sold at a substantially higher price: three times that of third-level .ly domain registrations.

According to the registration site, "any .LY domain names may be registered, except domains containing obscene and indecent names/phrases, including words of a sexual nature; furthermore domain names may not contain words/phrases or abbreviations insulting religion or politics, or be related to gambling and lottery industry or be contrary to Libyan law or Islamic morality."The second-level domains which are officially open to third-level registrations are:.com.ly: Commercial services.net.ly: Internet-related services.gov.ly: Government and ministries.plc.ly: State-owned companies.edu.ly: Educational and training institutions.sch.ly: Schools.med.ly: Health-related services.org.ly: Non-profit organizations.id.ly: Individuals.

.to is the Internet country code top-level domain (ccTLD) of the island kingdom of Tonga.

The government of Tonga sells domains in its ccTLD to any interested party. Because to is a useful English preposition, it became popular to craft memorable URLs called domain hacks that take advantage of this, such as Daniel Bernstein's website http://cr.yp.to or Refused's page.to/come.

The ".to" ccTLD is administered by the Tonga Network Information Center (Tonic). Since 1995, in conjunction with the Government of Tonga they have been the national DNS registration authority for the country of Tonga and have provided name service to a wide variety of government, commercial, and personal Internet sites The ".to" registry operates on a first-come first-served basis.

The ".to" top level domain is completely new and empty this means that most names are still available. So its possible to have a short name that is easy to say and easy to remember.

Tonic is very serious about keeping the ".to" domain spam-free. So they revoke registrations that are believed to (directly or indirectly) be responsible for spam distribution. So If the applicant are planning to use their ".to" domain for free URL redirection, be forewarned that this business is very difficult to run without becoming a spam harbor in the eyes of Tonic.

The city of Toronto, in Ontario, Canada, has "to" as its nickname. Therefore, the ".to" extension is used by many small businesses located in Toronto, despite Canada's own ".ca". The ".to" extension is also used by some BitTorrent sites and pornography sites. As the ".to" domains are paid for, all normal DNS operations are possible and registered sites are not required to display ads on behalf of the registrar. Some domains are free, like ".edu.to", but only to real Tongan schools. At this moment businesses registered in Tonga can also get free domains. People who sell on ".to" domains can claim a bonus.

".to" is one of few ccTLDs that (officially) does not maintain a (public) WHOIS database providing registrant information .

Background

.mn is the Internet country code top-level domain (ccTLD) for Mongolia. It is administered by Datacom. The domain name is composed of the consonants in the first syllable of the country name.

Some second-level domains are reserved for special use, such as:.gov.mn - government institutions.edu.mn - educational institutions.org.mn - non-profit organisationsThe U.S. state of Minnesota also makes limited use of the domain, such as mapping www.leg.state.mn.us, the site for the Minnesota State Legislature, to www.leg.mn with a CNAME record.
