Background

.tl is the new country code top-level domain (ccTLD) for East Timor, also known as Timor-Leste, introduced in 2005. Originally, the ccLTD for East Timor was .tp. It is operated by Timor-Leste NIC, administered through the Council of Country Code Administrators (CoCCA) and sponsored by the Timor-Leste Ministry of Transport, and the Communications and Public Works.

The top-level domain .tl is starting to be used in East Timor, as is its intended use, but it sees most use outside East Timor. The former domain .tp is still widespread, and all .tp registrants automatically get the same name in .tl although both do not always work identically.

Registration is generally directly at second-level, except for some sites (especially governmental, like .gov.tl) at third-level. The majority of current .tl registrations are directly at second-level by various international entities with no direct connection to East Timor.

".asia" DotAsia Organisation Limited (DotAsia) was created for the purpose of managing and initiating a Top Level Domain (".asia") registry for the Asian community.

DotAsia is a not-for-profit organisation incorporated in Asia, registered as a Limited-by-Guarantee Company in Hong Kong.

DotAsia will be the Registry Operator for the ".asia" domain.

The objectives of DotAsia Organisation are as follows:

• To contribute technological advancements for the Pan-Asia and Asia Pacific Internet community;

• To operate a world-class TLD registry for the Pan-Asia and Asia Pacific community;

• To sponsor, establish and operate a regional Internet namespace with global recognition and regional significance.

The ".asia" domain is a highly recognisable phrase that is easy to remember and focused on the Asia identity. Hence only legal entities within the Pan-Asia and Asia-Pacific region can register names under ".asia" TLD. This can be done through an ICANN accredited registrars like ourselves.

The ".asia" registry will allow organisations, companies, individuals and events within the Asia community to establish an online identity. ".asia" contanins a horizontal perspective in order to reach a clear brand position within the broad global community. Unlike ccTLDs ".asia" will allow users to express a regional relevance.

The following name regulations applies to an ".asia" domain name:

• The maximum length for a domain name is 63 characters

• The minimum length for domain names is 3 characters (eg.: bbc.asia).

• The total amount of characters for a domain name, that is the sum of characters of all the names limited by dots, including the prefix ".asia", cannot be more than 255.

The following characters are allowed in a ".asia" domain name:

• It is possible to use all the numbers (0-9), letters (a-z) (ASCII) and the hyphen (-)

• A domain name cannot begin or end with a hyphen (-)

• Two hyphens (-) cannot follow each other.

• There is not yet an option to get IDN (International domain name) names under the ".asia" domain. First a ASCII domain name services will be launched and after that DotAsia will launch IDN services step by step, language by language, strictly following the IDN standards of IETF and IDN guidelines issued by ICANN.

DotAsia uses a Universal Dispute Resolution Policy as their default dispute resolution policy. However, they are right now exploring the feasibility of having a local dispute resolution policy wherever possible, this would make it easier for both parties if they come from the same economy, hence this may be very useful for IDN cases.

Background

.ee is the Internet country code top-level domain (ccTLD) of Estonia and it is operated by EENet.

The ccTLD for Estonia, an abbreviation for Internet Country Code Top-Level Domain, is .ee. It is managed by EENet who are a governmental non-profit organisation, established in August 1993 and administered by the Estonian Ministry of Education and Research. Their role is the manage and develop the computer network of education, science and culture. They also take responsibility of providing a permanent Internet connection, whilst allowing web hosting, e-mail, ftp, DNS and consultations during security problems.

A domain name in Estonia can be registered directly beneath .ee, .com.ee (Company) and .org.ee (Organisation). Only institutions within Estonia can be registered under these domain names. This means it is not for International use as it is not sufficient to simple have a local presence within Estonia. Each organisation can only qualify for one domain name, no more.

The maximum length allowed for a .ee domain name is 63 characters but this is not recommended for practical reasons. Only one domain name is allowed per legal entity. Trademark domain names cannot be reserved for a company. In Estonia, Domain names cannot be seen to have domain name status. If your registration is valid, it is free of charge.

If you wish to change the ownership of a domain name, transfer is possible. This can be done through asking the current holder to send EENet an official letter. It must be signed by a member of the board of the institution. This confirms the renouncement of the domain name. Once done, a new registrant can send an application according to the Regulations on Registrations of Domain names under .ee.

The hostmaster of a domain name can pay yearly so they can keep ownership. The Domain names are registered for an unknown amount of time, it all depends on whether it is paid for. Before a Domain name is expired, the owner will be informed from 14 days previous and is given this time to reply. Registration can be cancelled if it is impossible to get hold of the administrative contact person.

Background

The Country Code Top-Level Domain (ccTLD) for France is .fr. It is managed by the Association Française pour le Nommage Internet en Coopération (AFNIC) who also take control of registrations for the .re (Reunion Island) and .tf domain names.

Before AFNIC, INRIA (the Institut National de Recherche en Informatique et en Automatique, France, the French Computer Science Research Institute) administered the ccTLD .fr in. This was due to the Stanford Research Institute's Network Information Center and for this reason, INRIA therefore became known as NIC-France. At first it was to help with research by the research and development community.

During the year 1992, a demand increased for domain names and for this reason NIC-France opened up to anyone who wished to connect with the Internet. In 1994, the commercial expansion of the Internet meant that it was necessary to create a NIC Consultative Committee (CC-NIC). It consisted of representatives from INRIA and from each service Provider (ISP) which held an international infrastructure during this time.

Following on to 1995, the committee grew and for this reason, many Internet Service Providers joined in the so called 'naming charter'. It was created in order to set out rules for the ccTLD .fr, focusing on property issues for the first time. In January, 1998, AFNIC took over from NIC-France. It is an association governed by the French Law. They wished to be more prepared to answer to the future needs of its members and for this reason a flexible management structure was developed. This was not possible in a research institute.

In June, 2001, AFNIC allowed the registration of domain names under the ccTLD .re. This was under the request of the French government. The control of the ccTLD .tf for the French Southern and Antarctic Territories (TAAF) was under the management of the British company AdamsNames. French authorities requested this management to be transferred to AFNIC in October, 2004.

There are a number of second-level domain names which can be registered under .fr. These are as follows:

  • .asso.fr : For use by associations. To receive an authorisation code for this domain name, an applicant must send AFNIC stating the full name of the association and the number of the department in which the association has been declared in the SIRENE enterprise database.
  • .com.fr : For any applicant yet justification for the name must be provided.
  • .gouv.fr : For the use of the French Administration and French Governmental Institutions. Documents are necessary to authorise an applicants right for this domain name. An identifier number in the SIRENE enterprise dictionary or any official document identifying the entity must be provided.
  • .nom.fr : For surnames.
  • .prd.fr : For different Research and Development Programs.
  • .presse.fr : For use by the Press for Publications
  • .tm.fr : For those who own trademarks. This trademark must be registered or part of the 'trademark field'. Documents must be provided in registration for proof of owning a trademark. These are: The Trademark Registration application, validated by the INPI (French National Institute of Industrial Property), the WIPO certificate or OHIM. France must be included in the list of countries for registration.

The following sub-domains are also available and an Identifier number in the SIRENE enterprise Directory must be shown as a supporting document for each of these domains:

  • agglo-"name".fr / "name" is the name of the metropolitan area / Use for Metropolitan areas.
  • cc-"name".fr / "name" is the official name of the community of communes / For use of Communities of Communes.
  • cg-"xx".fr / "xx" is the number or name of the officially declared department / For use by Department Councils.
  • cr-"name".fr / "name" is the official name of the region / For use by Regional Councils.
  • mairie-"name".fr and ville-"name".fr / "name" is the official name of the town or village / For use by Towns and villages.

An Applicant is able to use the .fr domain name for 12 months from the last operation invoiced to the registrar by AFNIC. Domain names can be automatically renewed but can be changed it instructions tell differently.

Following Criteria must be followed when choosing a name for the ccTLD .fr. These are as follows:

  • Domain names can contain characters from the French Alphabet (a-z).
  • Domain names can contain all digits (0-9).
  • Domain names can contain a hyphen (-). The name cannot begin or end with a hyphen, nor can the third and fourth characters.
  • Domain names cannot contain more than 255 characters.
  • Domain names cannot be a fundamental term.
  • Domain names cannot comply with foregoing syntax constraints.
  • Domain names cannot infringe on the rules of fair competitions and best business practices.
  • Domain names cannot infringe third-party rights such as family names.
  • Domain names cannot go against the French Press Freedom Act 1881 and it cannot be likely to harm the physical, mental or moral development of children, it cannot undermine the name, image and/or reputation of the French Republic and its national institutions.
